SCALING UP RESIDENTIAL CLEAN ENERGY (SURCE) PROJECT

A national initiative by the Ministry of Mining and Energy and the World Bank, supporting citizens in creating cleaner, greener, and more efficient homes across Serbia.

About the Project

The “Clean Energy and Energy Efficiency for Citizens” project is a five-year initiative of the Ministry of Mining and Energy and the World Bank, providing subsidies to households for the implementation of energy efficiency measures. This program ensures significant energy savings, reduction of carbon dioxide emissions, cleaner air, and improved comfort for all citizens of the Republic of Serbia. Subsidies are granted through non-refundable funds allocated to households in municipalities and city districts that have signed co-financing agreements with the Ministry for the Energy Rehabilitation Program.

The subsidies, in the form of non-refundable funds, are provided in cooperation with the World Bank and local self-government units, as well as city municipalities. Funds are allocated through public calls announced by these municipalities and city districts.

During 2023 and 2024, around 22,000 households in 137 municipalities and city districts benefited from this opportunity. The successful implementation of the program in its first two years significantly raised awareness and knowledge about the importance of energy efficiency, leading to increased citizens’ interest year after year.

Through the Energy Rehabilitation Program, financial resources are provided for subsidies to citizens, either for individual energy efficiency measures—subsidized up to a maximum of 50% of the investment value—or for packages of measures, in which case the subsidy may cover up to 65% of the total investment.

As of 2024, substantially larger funds have been allocated for the most socially vulnerable citizens, enabling them to receive subsidies of up to 90% of the investment value for household energy rehabilitation. As of 2025, all regular applications from socially vulnerable citizens who meet the requirements of the Public Call will be cofinanced, no one who applied and fulfilled the criteria will be denied a state subsidy.

By the end of 2027, we plan to carry out energy rehabilitation of around 50,000 households across the country.
